Eugene Tseng is an Environmental Engineer / Attorney with 48 years of design, regulatory, and construction/operational experience with MRFs, transfer stations, and Alternative/conversion technology facilities. He holds various process patents on new construction materials made from the recycled feedstock. Eugene is the Founder/Instructor of the UCLA Extension’s Recycling and MSW Management Program. Dr. Tseng was a Charter Member of the U.S. EPA’s National Advisory Council for Environmental Policy and Technology Transfer, and assesses environmental technology on behalf of the US government and private industry. Eugene developed the City of Los Angeles Local Enforcement Agency and has served as their legal and technical advisor. Most recently, he has been given the responsibility to create the master commercial contract compliance (diversion calculation database tool) and enforcement infrastructure for the City of Los Angeles’ $3.5 billion dollar commercial franchise contract.
